Business Travel Faces a Deluge of AI-Generated Expense Fraud

AI is generating fake receipts, and corporations need to modernize their auditing to keep pace.

Finance teams have spent years fighting doctored receipts and duplicate submissions, but a new problem is emerging in 2025: AI-generated expense fraud. 

The rise of consumer image generators means employees can now fabricate almost-perfect receipts in seconds, and travel and finance platforms are scrambling to keep up.

SAP Concur said it is now detecting 18 times more suspected AI-generated receipts since rolling out an AI-powered receipt checker earlier this year. 

“About 1% of receipts have been flagged as potentially AI-generated, created by different image generators, including ChatGPT, Gemini and Stable Diffusion,” said Chris Juneau, senior vice president at SAP Concur.

“While these cases represent only a portion of expense fraud tactics, they can be difficult for humans to detect,” Juneau said.

Although he stressed that generative AI hasn’t increased the rate of wrongd
